Local housing allowance increases

Amendments to the rules for assessing LHA rates and effective dates during the COVID-19 outbreak are set out in the Social Security (Coronavirus) (Further Measures) Regulations 2020 (SI.No.371/2020) and the Social Security (Coronavirus) (Further Measures) Amendment Regulations 2020 (SI.No.397/2020).

Local housing allowance (LHA) determinations 2020/2021

Regulation 4 of SI.No.371/2020

Includes amendments to article 4 of the Rent Officers (Universal Credit Functions) Order 2013 (SI.No.382/2013), that governs rent officers’ determinations of LHA in relation to rates in the private rented sector, so that LHA is set at the lower of rent at the 30th percentile of local rents and revised national caps in 2020/2021.

Effective date for new LHA rates 2020/2021


Provides that LHA rates take effect in the first assessment period that ends on or after 6 April 2020, or on 6 April 2020 in any other case in 2020/2021.

Local housing allowance (LHA) determinations 2021/2022

​Regulation 4 of SI.No.1519/2020

Includes amendments to the Rent Officers (Universal Credit Functions) Order 2013 (SI.No.382/2013), so that LHA rates for 2021/2022 are frozen at the level set for 2020/2021.

SR.No.53/2020, SR.No.61/2020 and SR.No.14/2021 make provision in Northern Ireland equivalent to that in Great Britain in relation to determinations and the effective date of LHA rates.
